Shenzhen’s annual “Two Sessions” have come to a close. Among the many discussions held during the event, what proposals were made concerning foreign residents?

深圳市一年一度的 “两会” 已经圆满落幕。在会议期间的诸多讨论中,对于在深外籍人士又有哪些提案呢?

He Shanshan, a deputy to the Shenzhen Municipal People's Congress, Vice President of the Shenzhen Social Workers Association, and Chair of Nanfeng Social Work Service Center, has been particularly focused on building an internationalized city. During discussions within the Nanshan delegation, she put forward two proposals: one on optimizing policies to facilitate foreign students' employment and entrepreneurship in Shenzhen and another on improving the registration process for foreign volunteers in the city's volunteer management system.

深圳市人大代表、深圳市社会工作者协会副会长、南风社会工作服务中心主任何珊珊一直关注建设国际化城市。在南山代表团的讨论中,她提出了两项建议:一是优化政策,方便外国学生在深圳就业创业;二是完善深圳志愿者管理系统中的外国志愿者注册流程。

He highlighted that in recent years, Nanshan District has hosted multiple international job fairs, helping foreign talent secure employment in Shenzhen, a move welcomed by businesses. However, the employment rate for foreign graduates in Shenzhen remains around 32%, with many still facing difficulties in securing jobs. The key challenges include a short post-graduation job-seeking period, limited recruitment channels for foreign enterprises and students, and insufficient policies and services supporting foreign employment and entrepreneurship.

何珊珊指出,近年来,南山区举办了多次国际招聘会,帮助外国人才在深圳找到工作,这一举措受到了企业的欢迎。然而,在深圳的外国毕业生就业率仍约 32%,许多人仍面临就业困难。主要挑战包括毕业后求职期短、外国企业和学生招聘渠道有限、支持外国就业创业的政策和服务不足。

To address these issues, He proposed a series of measures, including extending the job-seeking period or stay duration for foreign graduates to reduce barriers for young international professionals who wish to remain in Shenzhen. One of her key recommendations is to delegate the authority to issue work visas and residence permits to district-level governments. She suggested establishing a "Nanshan Service Station for Foreign Employment and Residence Affairs" in Nanshan District, an area with a high concentration of foreign professionals, to provide one-stop services for work permits and work-related residence permits. This decentralization of administrative authority, she argued, would significantly improve efficiency and convenience for foreign residents.

为解决这些问题,何珊珊提出了一系列措施,包括延长外国毕业生的求职期或居留期限,以减少希望留在深圳的年轻国际专业人士的障碍。她建议将发放工作签证和居留许可的权力下放给区级政府。她建议在外国专业人士集中的南山区设立 “南山区外国就业与居留事务服务站”,为工作许可和工作相关居留许可提供一站式服务。她认为,这种行政权力的下放将大大提高在深外籍人士的办事效率和便利性。

Additionally, He called for the continuous development of employment and entrepreneurship services for international students, incorporating foreign student employment into the workforce planning of municipal and district human resources departments. She urged recruitment platforms and companies to create more internship and job opportunities tailored to foreign graduates.

此外,何珊珊还呼吁持续发展国际学生的就业和创业服务,将外国学生就业纳入市、区人力资源部门的人力资源规划。她呼吁招聘平台和公司为外国毕业生创造更多实习和工作机会。

To further enhance Shenzhen’s international business and entrepreneurial environment, she suggested that the Shenzhen Talent Bureau, the Public Security Bureau, and the Human Resources Bureau explore targeted policies to support foreign students and international talent in starting businesses in the city.

为进一步提升深圳的国际商业和创业环境,她建议深圳市人才局、公安局和人力资源局探索有针对性的政策,支持外国学生和国际人才在深圳创业。
